powder will make your skin shine less, which covers up the illusion for oily skin. but just make sure that you keep your skin clean with neutrogena or face masks before you cover up your pores with tons of makeup

I would think that powder would be better. I prefer powder, though. I have oily skin too! I think that you can use both. Like, liquid foundation to cover imperfections and to even out your skin tone. Then you could use a light powder to set it. Well, good luck!
powder is preferable, but liquid ones with oil-free properties will also do.

if you do liquid, make sure its oil free as well as the powder should be oil free. i finish off my liquid with a powder foundation. powder minimizes the shine but dont cake it on. carry around oil blotting sheets instead of constantly putting on the powder.

Yes, it's okay to use both, but try mineral, because oil makes your skin acne-prone. (You probably knew that). I recommend Neutrogena or Covergirl mineral makeups. Hope this helped! ^_^
